Matter of conducting social audit regarding implementation of RTE at school level.

Social audit can bring social accountability to the functioning of government department and civil society organization. It has gained immense popularity worldwide in recent times. It is a tool to make government institutions / departments functionally socially accountable. This ensures an in-depth investigation and analysis of the functioning of any public utility for its social-relevance.

Keeping in view the following objectives, social audit was started in 2010-11 under SSA, Assam on pilot basis in some primary schools of the state.







According to the above topic and context, the format for conducting social audit has to be conducted in all the primary schools of the state to know the extent to which the Right to Education App 2009 has been implemented in the schools.


The following committee should be formed to conduct social audit at school level.


1A guardian member who is a member in SMC
2Guardian member who is a member in SMC
3Acharya
4 A teacher
5 A member from a gram sabha
6A deprived or weak class SMC member.

The need for a social audit.
There is also a need to conduct a social audit of the school to maintain transparency in the implementation of RTE and increase community participation. The report of this social audit will also have to be presented in the Gram Sabha.

Follow-up on social audit.
The social audit is to be done twice a year. The first social audit was to be done at the beginning of the session. Submit a certificate to the BRC Coordinator as to whether all the schools have been socially audited following the matter during regular visits.

Similarly, for the second phase, the social audit has been completed at the school level and the CRC co-ordinator followed up on the matter during the regular school visits and certified whether all the schools have been socially audited. After certifying all the schools at the district level, the dpc sends the certificate to all the government primary schools in the districtt

 In 2015-16, SSA, Assam has conducted social audit program in all primary schools of Assam.

Strategy for formation of social audit team in school:

The concerned HT / HM of the school convenes a general meeting involving parents / guardians of the students of the school, local authorities, SMC members, senior citizens / retirees. Representation of weaker sections of the locality etc. at a convenient date for formation of teacher, NGO / VO / CBO, social audit team.

Social audit team structure:

Retired personnel preferably teachers / senior citizens.
Member:

Representative from local authority: 1 member
Local Voluntary Organization (Youth Club / Women's Committee / SHG): 1 member
Parents / guardians of school students, preferably women: 1 member
Local educated youth specializing in accounts: 1 member
Representative from SMC (other than President and M / S): 2 members
One of the team members has been named as a Co-ordinator.

Some parameters of the social audit process:


  • Transparency:
  • Proper maintenance of books of account.
  • By the minutes of the SMC meeting.
  • Maintenance of asset register / stock book.
  • Maintenance of display board.
  • To share with all the members of SMC to conduct any activity in the school.
  • Accountability:
  • Responsibilities are fixed between SMC members / teachers / students and work accordingly.
  • The SMC supervises the functioning of the school.
  • The activities are conducted as per norms / guidelines.
  • Participation:
  • The SMC is functional and regular meetings are held.
  • The community is fully involved in school development activities.
  • Parents visit schools, participate in various activities.
  • Social audit reporting:

Social audit is conducted by the team members in the respective schools in consultation with HT / HM and SMC at their convenient time. It is the responsibility of the HT / HM and SMC concerned to provide the necessary information / data, books asked by the social audit team.
The social audit team shares the findings with the SMC, local community, parents / guardians, local authority in a public meeting. The meeting is held on Sunday in the school premises and on non-working days. Since the purpose of the audit is to help the SMC and the school authority for their functioning, constructive criticism, suggestions etc. are appreciated from the participants of the public meeting.
The Social Audit Team submits the report to the concerned DMO / BMO in specified formats regarding the audit findings along with the resolution of the public meeting.
The findings from the field analysis at the district level and send a compilation report to the state.
