Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM)
Scheme details and scheme eligibility and process for enrolment, location of facilitation centres/CSC points will be available at LIC Website and MOLE website. Beneficiaries may visit facilitation desks at District Labour Offices, LIC offices, Central Labour offices, EPF and ESIC Offices
Eligibility Criteria

  • Enrolment Process
  • Interested eligible person shall visit nearest CSC centre. Location of CSC centre can be ascertained from the information page on web sites of LIC of India, Ministry of Labour and Employment and CSC.
  • While going to CSC for enrolment, he shall carry with him the following :
  • Aadhar Card
  • Savings/Jan Dhan Bank Account details along with IFS Code ( Bank Passbook or Cheque Leave/book or copy of bank statement as evidence of bank account )
  • Initial contribution amount in cash for enrolment under the scheme
  • Village Level Entrepreneur (VLE) present at the CSC will key-in aadhar number, name of subscriber as printed on aadhar card and date of birth as given in aadhar card and the same will be verified with UIDAI database.
  • Further details like Bank Account details, Mobile Number, Email-id, if any, spouse and nominee details will be captured.
  • Self-certification for eligibility conditions will be done.
He will also receive regularly SMS on activation of auto debit and Shram Yogi Pension Account details.

Contribution by the Subscriber: The subscriber’s contributions to PM-SYM shall be made through ‘auto-debit’ facility from his/ her savings bank account/ Jan- Dhan account. The subscriber is required to contribute the prescribed contribution amount from the age of joining PM-SYM till the age of 60 years. The chart showing details of entry age specific monthly contribution is as under:

Government of India has introduced a pension scheme for unorganised workers namely Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM) to ensure old age protection for Unorganised Workers.

The unorganised workers mostly engaged as home based workers, street vendors, mid-day meal workers, head loaders, brick kiln workers, cobblers, rag pickers, domestic workers, washer men, rickshaw pullers, landless labourers, own account workers, agricultural workers, construction workers, beedi workers, handloom workers, leather workers, audio- visual workers and similar other occupations whose monthly income is Rs 15,000/ per month or less and belong to the entry age group of 18-40 years. They should not be covered under New Pension Scheme (NPS), Employees’ State Insurance Corporation (ESIC) scheme or Employees’ Provident Fund Organisation (EPFO). Further, he/she should not be an income tax payer.
2. Features of PM-SYM: It is a voluntary and contributory pension scheme, under which the subscriber would receive the following 
benefits :
(i) Minimum Assured Pension: Each subscriber under the PM-SYM, shall receive minimum assured pension of Rs 3000/- per month after attaining the age of 60 years.
(ii) Family Pension: During the receipt of pension, if the subscriber dies, the spouse of the beneficiary shall be entitled to receive 50% of the pension received by the beneficiary as family pension. Family pension is applicable only to spouse.
(iii) &nbps; &&nbps;If a beneficiary has given regular contribution and died due to any cause (before age of 60 years), his/her spouse will be entitled to join and continue the scheme subsequently by payment of regular contribution or exit the scheme as per provisions of exit and withdrawal.

The subscriber is required to contribute the prescribed contribution amount from the age of joining PM-SYM till the age of 60 years. 4. Matching contribution by the Central Government: PM-SYM is a voluntary and contributory pension scheme on a 50:50 basis where prescribed age-specific contribution shall be made by the beneficiary and the matching contribution by the Central Government as per the chart. For example, if a person enters the scheme at an age of 29 years, he is required to contribute Rs 100/ - per month till the age of 60 years an equal amount of Rs 100/- will be contributed by the Central Government.

5. Enrolment Process under PM-SYM: The subscriber will be required to have a mobile phone, savings bank account and Aadhaar number. The eligible subscriber may visit the nearest Common Services Centres (CSC eGovernance Services India Limited (CSC SPV)) and get enrolled for PM-SYM using Aadhaar number and savings bank account/ Jan-Dhan account number on self-certification basis.

Later, facility will be provided where the subscriber can also visit the PM-SYM web portal or can download the mobile app and self-register using Aadhar number/ savings bank account/ Jan-Dhan account number on self-certification basis

6. Enrollment agencies: The enrolment will be carried out by all the Common Services Centres. The unorganised workers may visit their nearest CSC along with their Aadhar Card and Savings Bank account passbook/Jandhan account and get registered themselves for the Scheme. Contribution amount for the first month shall be paid in cash for which they will be provided with a receipt.

7. Facilitation Centres: All the branch offices of LIC, the offices of ESIC/EPFO and all Labour offices of Central and State Governments will facilitate the unorganised workers about the Scheme, its benefits and the procedure to be followed, at their respective centers.
In this respect, the arrangements to be made by all offices of LIC, ESIC, EPFO all Labour offices of Central and State Governments are given below, for ease of reference:
  • 1. All LIC, EPFO/ESIC and all Labour offices of Central and State Governments may set up a “Facilitation Desk” to facilitate the unorganised workers, guide about the features of the Scheme and direct them to nearest CSC
  • 2. Each desk may consist of at least one staff.
  • 3. They will have backdrop, standi at the main gate and sufficient number of brochures printed in Hindi and regional languages to be provided to the unorganised workers.
  • 4. Unorganised workers will visit these centres with Aadhaar Card, Savings bank account/Jandhan account and mobile phone.
  • 5. Help desk will have onsite suitable sitting and other necessary facilities for these workers.
  • 6. Any other measures intended to facilitate the unorganised workers about the Scheme, in their respective centers.
  • 8.Fund Management: PM-SYM will be a Central Sector Scheme administered by the Ministry of Labour and Employment and implemented through Life Insurance Corporation of India and CSC eGovernance Services India Limited (CSC SPV). LIC will be the Pension Fund Manager and responsible for Pension pay out. The amount collected under PM-SYM pension scheme shall be invested as per the investment pattern specified by Government of India.

Public distribution system has been implemented in the state for the food security of the poor. The Director, Food and Civil Supplies Office under the State of Gujarat, Department of Food and Civil Supplies plays a vital role in making it functional. Monitoring and supervision of regular supply of foodgrains and other commodities on a monthly basis through fair price shops is carried out in coordination with various agencies for the management of public distribution system. In addition, the demand and supply of goods are also controlled and monitored as per the Essential Commodities Act as well as the control orders under it.



Management system

The state level office of the Director, Food and Civil Supplies is located at Gandhinagar to carry out the above functions. While for the operation of this office, the District Supply Officer at the district level and the Taluka Mamlatdar at the taluka level perform their duties in their respective fields.

Essential Items The work of issuing license under the orders issued under the Commodities Act 13 is done by the Collector Shri District Supply Officer / Mamlatdar Shri at the district level. For proper management of public distribution system, specific areas are fixed for fair price shops in each taluka and urban area (zone) on the basis of population determined by the State Government for rural and urban areas and fair price shop management advice for each fair price shop extension. After getting the recommendation of the committee, the District Collector Shri As per the decision of the District Advisory Committee, the District Supply Officer has to do it. In addition, licensing under the Public Distribution System Control Order is also done at the district level.



Distribution system of essential items

The Ministry of Food and Public Distribution Management of the Government of India allocates foodgrains and sugar on an annual / quarterly / monthly basis for public distribution. While the Ministry of Petroleum allocates kerosene on an annual / quarterly basis. At the beginning of the month, the quantity of essential items available at the state level is distributed in a district wise manner keeping in view the type of ration card holders, population as well as the standards of essential items available per card in the state. On the basis of which the district supply officers allocate for taluka (village) and urban taluka (zone). While Taluka Mamlatdars / Zonal Officers issue permits to fair price shops, kerosene retailers / hawkers on a monthly basis for distribution of essential items for distribution to card holders. Relevant fair price shopkeepers have to get the quantity mentioned in this permit from the godowns under Gujarat State Civil Supplies Corporation. While the Government of India's Oil Co. The quantity of kerosene permitted by the kerosene agents at Nimel and the district has to be arranged by the doorstep delivery at the fair price shop / kerosene retailer or hawker's place.



Ration card

Generally, every family residing within the state has the right to get a ration card. For this, the head of the family has to give full details in the prescribed form prescribed by the state government and apply to the office of the Taluka Mamlatdar / Zonal Officer of his area with supporting evidence. As per the provisions of the Citizen's Charter, the Taluka Mamlatdar Shri / Zonal Officer has to check the application of the applicant and as per the requirement, determine the category of the card, obtain the photos and biometric details of the head of the family / members, issue a barcoded ration card. Under the Barcoded Ration Card Scheme, the cardholder has to visit the e-gram / cybercafe on the basis of their biometric details and get the barcoded coupons of the quantity of essential items to be found according to the category of their card. Personal coupons are printed out on all items available to cardholders on A-3 size barcoded coupon sheets.

Later in 1945 they returned home to California to continue the grocery business­es in Walnut Grove and in Fresno which were pack up during the war. In 1947 the brothers also opened an office for wholesale distribution during a small house on 6th Street in Sacramento. due to the anti-Japanese sentiment at the time, they decided to call the corporate North American Food Distributing Company rather than using their Japanese surname . Soon thereafter, North American Food relocated to 4th and R Streets where the brothers started importing, in ad­dition to food items, Japanese handicrafts and gift items. This Japanese gift import business became North American Trading Company. Both businesses op­erated at this location from 1956 to 1988.

With the outbreak of war II, the family had to go away the companies and were interned in Amache Relocation Center in Colorado. During the war, the brothers Richard and Edward formed a partnership and opened alittle market in Granada selling mainly domestically produced soy , miso or soybean paste, pickled plums, pickled scallions, and U.S. grown rice. Later brother Flu joined the partnership and that they opened another store in Denver.
